Letter Opposing Legislative Motion That Would Make the U.S. Less Competitive with China

Dear Senator:

On behalf of the AFL-CIO, I write to express our strong opposition to the Toomey Motion to Instruct (MTI) on USICA. This MTI supports maintaining language that would benefit China by establishing a process to waive tariffs on certain products.

These types of provisions are in direct contradiction with ongoing Administration and Congressional efforts to bolster supply chain resiliency and Buy American. The United States learned hard lessons about over-reliance on China for critical goods during the COVID pandemic. We should not be undoing progress by expanding tariff reductions for firms that have failed to adjust and diversify.

This language has no place in a bill that endeavors to make the United States more competitive with China. We urge you to vote “No.”
