State Federation and Area and Central Labor Council Appointments to AFL-CIO General Board

The AFL-CIO Executive Council hereby adopts the following system to be used to select state, area and local central labor body representatives to the AFL-CIO General Board:

The Executive Council delegates to the president of the AFL-CIO its authority to formally appoint the state, area and local central labor body representatives to the General Board. The president shall select five state federation representatives. These five representatives of state federations shall be selected from among the state federation representatives to the State Federation and Central Labor Council Advisory Committee. Additionally, the president shall select five total area and local central labor body representatives. These five representatives of area and local central labor bodies shall be selected from among the area and local central labor body representatives to the State Federation and Central Labor Council Advisory Committee. The total number of seats on the General Board reflecting state federation and area labor federation and central labor council appointments shall be ten.

All state, area, and local central labor body appointments to the General Board shall be for terms of four years, and the president may appoint a replacement if there is a vacancy during any term. That replacement appointment shall serve for the remainder of the four-year term. At least one representative for both state federations and area and local central labor bodies must be from each of the AFL-CIO regions. The president shall consider all forms of diversity when selecting these representatives, including, but not limited to, racial and gender diversity. Representatives appointed to the General Board are eligible to be reappointed at the conclusion of a four-year term.
