Supporting the Enactment of a Public Sector Fair Share Law for State and University Workers in Maryland

Maryland has a long tradition of enacting worker-friendly state laws, and has laws permitting unions to negotiate fair share agreements in the private sector and in all segments of the public sector, except the state service and state university system;
The Maryland legislature is now considering an amendment to the Maryland State and University Employee Collective Bargaining Act that would remove the statutory provision that bars state and university employers from negotiating fair share agreements; and
The removal of this anti-union, anti-worker provision from Maryland’s state employee bargaining state law will strengthen the entire labor movement in Maryland;
The Executive Council endorses the Maryland State and University Employee Fair Share Act now being considered by the Maryland General Assembly;
The Executive Council urges the Maryland General Assembly to enact this fair share legislation into law during this legislative session;
The Executive Council urges all Federation affiliates to aggressively support the enactment of the Maryland State and University Employee Fair Share Act during this legislative session and directs the Maryland/D.C. AFL-CIO and all CLCs in Maryland to actively support this effort.
