Vice President Frank Hanley has devoted his career to improving the lives of the members of his union, the International Union of Operating Engineers (IUOE).  He began his career in New York City as a heavy equipment operator with IUOE Local 15 and joined the international staff in 1958.  After serving as an assistant to three general presidents, he was elected a general vice president in 1975 and then in 1979, he was elected secretary-treasurer.  His leadership, expertise and commitment to his members led to his election as general president in 1990 and re-election to three five-year terms in 1993, 1998 and 2003.

Hanley is a board member of the Building and Construction Trades Department as well as the Metal Trades Department.  He is also a member of the Board of Directors of Union Privilege.  He was elected an AFL-CIO Vice President in 1990 and has contributed to the Executive Council as a member of the committees on Capital Stewardship, Member Education & Training, International Affairs, Political Education, Organizing, Finance, Article XX & XXI Review and the Executive Committee.
