Delegates to the AFL-CIO Convention approved a constitutional amendment adding regional representatives of central labor councils to the Federation’s General Board in accordance with a system established by the Executive Council.
The Executive Council hereby adopts the following system to be used to select state federation and central labor council representatives to the General Board:
- State Federations, through their system of State Federation Councils, shall periodically (no less than bi-annually) select one representative for each of the five AFL-CIO regions: Northeast, Southeast, Midwest, Southwest, Northwest. Each Council shall forward the name of its representative to the President of the AFL-CIO, to whom the Executive Council delegates its authority to formally appoint these representatives to the General Board.
- Central Labor Councils and Area Labor Federations, through the individuals from each AFL-CIO region who serve on the CLC Advisory Committee, shall periodically (no less than bi-annually) select one CLC or ALF representative for each of the five AFL-CIO regions: Northeast, Southeast, Midwest, Southwest, Northwest. The name of each such representative shall be forwarded to the President of the AFL-CIO, to whom the Executive Council delegates its authority to formally appoint these representatives to the General Board.
