Moves the next AFL-CIO convention to 2031 in order to return the convention to odd-numbered years, as follows:
The regular convention of the Federation shall be held every four years, except the thirty-first regular convention of the Federation shall take place in 2031 rather than in 2030. The time and place for holding the regular conventions shall be designated by the Executive Council, which shall give at least 90 days’ notice of the time and place designated.

Makes a corresponding change related to elections to make clear that officers elected at this year’s AFL-CIO convention will serve until the next convention in 2031, as follows:
The officers shall be elected at every regular convention.
