Motion to End Filibuster: Democratic Payroll Tax Holiday Extension

The bill would extend and expand a reduction in payroll tax rates for employees and would also extend the unemployment insurance (UI) program for the long-term jobless due to expire at the end of December. It would be paid for in part with a 1.9 percent surtax on annual incomes over $1 million. A motion to end the Republican filibuster did not receive the 60 votes needed and failed.
