Creating American Jobs and Ending Offshoring Act

To encourage U.S. firms to keep jobs in America and discourage companies for exporting U.S. jobs, the bill would provide U.S. companies a two-year reduction in their share of Social Security payroll taxes for new employees hired to replace workers performing similar duties overseas. It would be paid for by repealing various tax breaks for companies that close plants in the U.S. and move operations overseas. The motion failed by a 53-45 vote (60 votes were needed to pass).
