Cloture Motion: Senate Substitute of the FAA Air Transportation Modernization and Safety Improvement Act

The amended Senate bill would provide $16.1 billion in Federal Medical Assistance Percentages (FMAP) funding for state Medicaid programs and $10 billion to states for teacher funding to preserve jobs. The funds would help states avert massive layoffs because of budget shortfalls. Republicans filibustered the state aid and teachers' jobs bill. A cloture vote to break the filibuster passed.
