Rebuild America Jobs Act

Provides $50 billion for spending on transportation and infrastructure systems and an additional $10 billion for the establishment of a national infrastructure bank. The cost would be offset with a 0.7% surtax on individuals with annual incomes exceeding $1 million. It was rejected.
