Regulations From the Executive in Need of Scrutiny Act of 2011

The bill would restrict the Obama Administration from functioning efficiently by allowing "major" rules issued by agencies to take effect only if Congress votes to enact them with a joint resolution. The Republican-backed bill was intended to hamstring the Administration's decision-making capabilities. The bill was approved.
